The handler mirrors **`EncounterProgressApi`**: trim id, position-store gate → **404**, then JSON. Before snapshot build it best-effort calls **`QuestObjectiveWiring.TryRefreshInventoryProgressForPlayer`** (inventory refresh + step completion sweep), adopting the kickoff side-effecting GET decision for HUD polling.
