Apply Roslyn/dotnet-format fixes across NeonSprawl.Server and
NeonSprawl.Server.Tests: collection expressions, concrete helper
return types, record XML docs, logging guards, quest store refactors,
and removal of redundant usings via GlobalUsings.cs. Extend
csharp-style.md with the recurring patterns.
Track perks unlocked per grant and remove only those on race loss instead
of restoring a full pre-apply snapshot; re-run ReevaluateAfterLevelUp at
post-rollback levels so a concurrent winner's path-auto unlocks survive.
Capture pre-skill-apply XP and perk snapshots; on TryRecord loss reverse
each applied skill row via negative delta and restore the perk snapshot so
level-up unlocks from the loser call are reverted without clobbering a
concurrent winner's XP.
Replace fixture player ids with POST …/__dev/mastery-fixture (resetPerkState,
absolute skillXp). Bruno deny tests set state in pre-request on dev-local-1.

Seed neo48-perk-fresh and neo48-perk-branch via Game:FixturePlayerIds;
level_too_low uses isolated fresh player, branch_already_chosen sets up
neo48-perk-branch in pre-request instead of skipping on shared state.
