NEO-22: Extract WASD locomotion for gdlint max-file-lines
Move the WASD physics tick into player_locomotion_wasd.gd so player.gd stays under the 1600-line CI cap. Fix gdlint class order (enum before consts), load-constant naming, and wrap long doc lines. Update NEO-22 review and plan; refresh gdlintrc comment.pull/42/head
